Synopsis

A real life study of a government sanctioned attempt to clean up the streets of illegal drug use, HIV infestation and homelessness. The government provided ″junkies″ with a safe place to shoot up by providing clean needles and clean facilities. The result was potentially the most criticized government approved initiative in history. This socially controversial film is told by the individuals living within this realty as well as government officials and local law enforement agents.
